I know that all paper seams must be taped over, but does the paper have to be that brown "grocery bag" type paper? I have some pretty red bulletin board paper that is much more festive, and was wondering if I could use it instead?

Yes, you can use the red paper. They just prefer that you dont use gift wrap. I used to work there, so I know, unless you have a post office with crabby workers.lol You can use it.

Never wrap a parcel in paper. Find a larger brown box.

It depends on the post office.
It's not a 'set in stone' policy. Some require brown paper, some require any plain heavyweight paper that's taped on properly, and some don't allow any paper at all (stepmom had this happen to her last week).
You'll just have to check with your local PO to see what they want.

i know when i used ups they told me just to put it in a box and seal it good.they don't use paper that im aware of.so if i were you i would just get a pretty box and seal it and then send it like that,or call them and ask them if you can do that

I agree with KitKat, having worked for Post Office for 10 years I know that items in paper get damaged easily. Trust me if yo could follow your parcel through the sorting progress you'd be buying a padlocked iron chest for it to go in! Also if it's raining or parcel gets wet a box will protect it's contents far better, and you can use the red paper to wrap the original box inside (ok this is getting confusing now!)
I presume you are in US where they are a little more strict than over here (UK) but I know at our local main sorting office, when loading vans lets just say not everything was handled with complete care and efficiency as we are taught to load fast as deadlines to keep to.. Whatever you send, ensure it is well packed, and you will be fine.

Yes, you can use the red paper. I have sent packages wrap in happy birthday paper before. Make it fun. You can even add some stickers!!!

IT would be better to wrap it then put it in a box to ship that way you don't have to worry about it getting ripped or torn. Nothing looks good after going through the USPS.
You can get Priority mail boxes free at the USPS.

No...I don't think so you can wrap it in anything just as long as the address is legible....
